John Stomp, retired from the Albuquerque Bernalillo County Water Utility Authority, and Wayne Pullan, U.S. Bureau of Reclamation, Former Executive Committee Non-Federal Co-Chair and Federal Co-Chair
John Stomp
Mr. Stomp retired from the Albuquerque Bernalillo County Water Utility Authority after serving as Chief Operating Officer for 10-years. He will graduate from Law School at UNM in December 2022 and plans to start his own law firm focusing on water and environmental law.
Prior to serving as COO, Mr. Stomp was the Water Resources Manager for more than 13 years and was the Project Manager for the San Juan-Chama Drinking Water Project which began operation in 2008 integrating a conjunctive management strategy to preserve and protect the aquifer.
He is a native New Mexican and is a registered professional Engineer in New Mexico. He holds a Bachelor’s and Master’s in Civil Engineering from the University of New Mexico.
Wayne Pullan
Wayne G. Pullan is the Bureau of Reclamation’s Upper Colorado Basin Regional Director. He has also served as the deputy regional director for the Upper Colorado Region. His many years of service include serving as area manager of the Provo Area Office and as program coordinator in the Department of Interior’s Central Utah Project Completion Act Office.
His experience also includes assignments as a Reclamation deputy area manager, assistant area manager, chief of the planning and water resource group, contracts and repayment specialist, and economist. Before joining Reclamation, Wayne worked for the State of California on the Governor’s School-to-Career Transition Initiative as well as the Agricultural Export Program. He began his professional career with the U.S. Department of Agriculture’s Foreign Agricultural Service, where he implemented an agricultural marketing and food aid program in Asia and the Middle East.
Wayne is a Utah native. He holds bachelor’s degrees in economics and Asian studies as well as a master’s degree in agricultural economics with an emphasis in agribusiness management—all from Brigham Young University.

Captain Jon C. Duffy, U.S. Navy
Jon Duffy is a native of Baltimore, Maryland and a 1994 graduate of the U.S. Naval Academy. He spent a 30-year career in the U.S. Navy. During that time, he served aboard 8 different ships, was the captain of three of them, and commanded Destroyer Squadron FIFTEEN. He was also a Navy strategist and served tours in the Pentagon, on Capitol Hill, and in the White House as the Director for Defense Policy and Strategy on the National Security Council. His last command was as the Director of the Surface Advanced Warfighting School at the Naval Surface and Mine Warfighting Development Center.
He now consults on strategic planning and policy development, and coaches executives on strategic approaches to scaling their enterprises. He holds a Master's Degree in Leadership Education and Human Resource Development from the Naval Postgraduate School.

Florence Thompson, U.S. Geological Survey
Florence Thompson is a geographer and has been with the U.S. Geological Survey (USGS) since 2006. She is currently a member of the Integrated Hydrology and Data Science Branch in the Oklahoma-Texas Water Science Center. In her early years with USGS, she produced national hydrologic datasets for small-scale mapping and then transitioned to creating map services and wrangling spatial data for numerous web mapping applications such as Streamer, the Estimated Base Flood Elevation viewer, and the MRGESCP Portal. In addition to GIS work, she manages web mapping projects, fields public inquiries, and recently became the product owner for the National Water Dashboard.

Josh Mann, Mann Water Law
Josh Mann is a water lawyer with over 16 years of experience working on complex water issues involving Tribal, Federal, State, and local governments in the Middle Rio Grande. He worked for the Department of the Interior in various capacities for 11 years and for the New Mexico Interstate Stream Commission for 4 years. In 2021, he began a private practice and currently represents Tribes and local governments, including the Pueblo of Isleta.

Amador Lente, Pueblo of Isleta, and Katy Lente, Oveja Project
Amador and Katy Lente are small farmers on the Pueblo of Isleta. Amador is a tribal member. Katy is an organizer with The Oveja Project, which works to revive the New Mexico sheep industry.

Dave Moeser, U.S. Geological Survey
Dr. Dave Moeser is a hydrologist, environmental scientist, and data analyst with the U.S. Geological Survey (USGS) New Mexico Water Science Center in Albuquerque. He specializes in snow and watershed modeling and, prior to coming to USGS, he worked with the Swiss Institute for Snow and Avalanche Research in Davos.
